Found on Sunken Shield - a rocky island off the south-east coast of Dorn, and also on an island in the far west - in the strait between Storm's Watch and Dhar Oztan. The cloudrooks on Sunken Shield appear in all three colours, but the ones on the western island only seem to appear in the mid-grey, despite having the same NPC ID.

Inhabits the rocky peaks south of Freywold Village, as well as the southern and higher slopes of the mountain above Dornogal city (Docile Cloudrooks with a different ID occur around the northern slopes).

Dhar Oztan, Isle of Dorn
Circles the summit of the mountain in the south-west reach of the Isle of Dorn. She cannot be attacked until you break her shield. You can do this by collecting 10 Crackling Shards from Igneous Elemetals in the area and combining them into a Storm Vessel.
Level scaling: In Shadowlands most NPCs will scale with the Hunter's level, within the constraints of their level range. Hunters can tame regular NPCs up to 2 levels higher than them, but can only tame elite NPCs of the hunter's level or below.
